Black Arrow is transformed into Black Arrow (Arctic), dealing Frost damage and granting a stack of Arctic Quiver for 10 seconds on hit. This ability can only be used while the max rank of Sniper Training is active. Frostbolt critical hit grants a stack of Hail, up to 5 stacks, which causes you next Black Arrow (Arctic) to grant one additional stack of Arctic Quiver per stack of Hail consumed. Arctic Quiver causes your Steady Shot to launch an Ice Lance at your target and apply Fingers of Frost. Your Steady Shot can now trigger Fingers of Frost, and your Black Arrow (Arctic) also increases Frost damage done to the target by 20%.
